DIESCON 3
About DIESCON 3
DIESCON 3 is an innovative new purchasing vehicle. It was developed by the Defense Intelligence Agency (DIA) to support the DoDIIS
community's need to acquire information technology (IT) engineering and technical services quickly and economically. DIESCON 3 is a
blanket purchase agreement (BPA), a streamlined procurement vehicle can be used by DIA and DoDIIS community of interest organizations.
IT services are available within four categories:
(a) community infrastructure management,
(b) information systems,
(c) intelligence support and information services, and
(d) general technical support services.
Blanket purchase agreements represent a relatively new way for the federal government to purchase services. BPAs are based on
Federal Supply Service (FSS) labor rates that have been pre-negotiated with contractors by the General Services Administration (GSA).
An agency enters into a BPA to fill its recurring requirements. In exchange for being awarded the BPA, the prime contractor agrees
to grant the agency discounts on its established FSS hourly rates.
The GSA encourages contractor teaming on BPAs. Our

includes more than 47 high-technology teammates, and the list of teammates grows each month in response to agency needs.
When compared with usual federal government procurement practice, the BPA concept involves a fundamental paradigm shift.
Prime contractor policy with a typical government contract is to "mark up" the cost of subcontractors by adding handling
costs and profit. With a BPA there is no prime contractor markup. A customer is able to purchase services from
any member of the team at each firm's established FSS labor rates, less the special BPA discount that has been granted by the team.
The BAE Systems DIESCON 3 BPA provides an opportunity for the customer to
save money
on IT engineering and technical services. And the prime contractor still assumes normal management responsibility for the
teammates performance.
DIESCON 3 is open to the entire DoDIIS community and there are
60 Local Ordering Authorities (LOA)
. DIESCON 3 strongly recommends Direct Ordering that streamlines that acquisition process and provides the Local Ordering
Authorities (LOA) with many
benefits
, but will manage the entire process if the ordering authority chooses.

or click on the icon to go to the DIA website, and complete the six-part electronic form that appears after clicking on "Ordering
Authority/Request OA." Approval can be expected as quickly as two working days.
