Functional Category 4 – Software Development

BAE Systems has the resources, core competencies, capabilities, and experience essential to providing support to the full life cycle of software development services, including: concept development and feasibility; systems analysis and requirements definition, software design and code development; integration and testing, deployment and change management; and production and support.  When you work with BAE Systems, you benefit from our strong industry expertise, key vendor alliances, and DHS Small Business Trusted Forum partnerships to gain access to resources and knowledge that cover the entire spectrum of software development capability.

Our success in designing, implementing, and maintaining software solutions is attributable to four key factors.   First, we combine our knowledge of Government standards and policies, such as the President’s Management Agenda, Clinger-Cohen and FISMA, with robust technical capabilities to provide innovative and customer-focused, information technology solutions.  Second, we have made substantial investments in establishing proven, CMMI certified, repeatable methodologies and processes which consistently enable us to develop and implement mission-critical solutions on-time and on-budget. BAE Systems has CMMI Level 5 programs in three business divisions, with over 60% of our development community operating in Level 3 environments or higher. Third, we are product agnostic and have developed a product assessment methodology to select the right combination of development and support tools to meet our customer’s specific needs.  And fourth, we work in partnership with our customers resulting in tailored solutions aligned with our customer’s strategies, goals, and requirements.

BAE Systems possesses broad experience in working with rapidly changing application environments and system architectures.   Our software development practices adhere to the systems-design approach and incorporate life cycle business process analysis and workflow modeling to produce accurate requirements documents and sound design strategies. Whether modernizing or migrating legacy information and database systems or developing new web-based applications, our approach yields robust, efficient, scalable, user-centric designs, as referenced by our work with such customers as the United States Marine Corp. Department of Commerce, United States Army Reserve, Department of Justice, DISA, and the national security community.

BAE Systems has deployed and supported thousands of software systems for Federal customers, over 50 secure portals for federal and DOD organizations, and hundreds of smaller web portal, web service, and information sharing implementations.   Utilizing CMMI processes, our strong Program Management experience, and strategic consulting practices in Information Assurance and Enterprise Architecture, coupled with the deployment of automated testing, change management, and application monitoring tools, BAE Systems can assure our customers of rapid and high quality deployments and on-going support of software systems.


Functional Category 5 – Management Support Services

BAE Systems is a leading provider of Enterprise Architecture, Information Assurance, Enterprise Policy and Planning, PMO support, and IT strategy and transformation services to Federal, DOD, and national security customers. We provide our customers with deep and successful experience providing management support, performing similar work for DISA on under their I-Assure contract, acquisition and program management services to DHS - ICE, CIS, CBP, US VISIT, and HQ, and full system life cycle support services to the Department of Justice in support of their JCON consolidated office platform.

BAE Systems provides a comprehensive suite of services to truly integrate security throughout the enterprise, providing risk mitigation, security architecture design and operation, and security engineering services to integrate technical controls to secure the organization’s infrastructure.  We utilize documented IA procedures and processes, based on our customer’s identified requirements to provide the most consistent, high quality delivery of services.

For the Food and Drug Administration (FDA), BAE Systems provides CIO Advisory Support in key areas of project management, IT portfolio and governance process review, training on completing the Exhibit 300, support for preparation of business cases, meeting and communications support, and integrated governance support.

Through the BAE Systems strategic consulting practice, we have delivered enterprise architecture and capital planning services to DOD, Departments of Agriculture, Labor, Interior, HHS, and Transportation.  We are recognized experts in Federal Enterprise Architecture, with key management having worked at OMB over-seeing the implementation of the Clinger-Cohen Act (capital planning and investment control, business cases, enterprise architecture, performance management, and portfolio management), sections of the OMB Circular A-130, and serving as a liaison to the Federal CIO’s committees on capital planning, best practices, and enterprise architecture, including work as a key designer of the government’s first business reference model. Utilizing BAE Systems’ integrated governance methodology, BAE Systems has helped numerous government customers achieve “Green” on their OMB scorecards.
