The BAE Systems - IT QA Program for DHS EAGLE Customers


Over 60% of our business is Task Order based.  Over 65% of our business is performance based.

We will apply the best practices we learned satisfying a wide range of DOD, Intelligence Community and Civil Federal Customers to consistently meet and exceed the QA requirements of everyone of our DHS EAGLE Customers.

The QA program we will focus on each our DHS EAGLE Task Order integrates our Corporate:
  • Performance Excellence Organization responsible for conducting scheduled and unannounced compliance audits of each of our Contracts and Task Orders.
  • Life Cycle Management Program requiring clearly defined internal technical and management reviews at major Contract and TO milestones tailored to meet the size, scope, complexity, schedule, and budget of each DHS EAGLE Task Order.
  • Process Quality Certifications for the 48 CMMI Level 3 thru 5 and multiple ISO process certificates we have earned and maintained to make sure our Subject Matter Experts apply the right process to the right job at the right time.
  • PMI Program Management Book of Knowledge (PMBOK) Process Asset Library which our certified Program Management Professionals apply to each Customer’s project.
  • Quality Improvement Plan (QIP) Program of periodic Customer Satisfaction Surveys conducted by an independent assessor to help us make sure we always satisfy the spirit as well as the intent of each Customer’s requirements.
  • PMO Organizational Structure which empowers our EAGLE PMO to commit any corporate resource in an emergency to protect any EAGLE Customer’s staff, property, and mission, and to call upon top BAE-IT management to commit any BAE Systems Inc. resources to fulfill each one of our contractual obligations.
  • Personal Performance Plan Program which will reward each of our DHS EAGLE Task Order Team members for exceeding our Customer’s performance expectations.
The BAE System’s Life Cycle Management (LCM) Process we will cost-effectively apply to each DHS EAGLE Task Order is illustrated in the following figure.  It is the same process we tailored to build components in the Mars robotic Land Rover that still operates today way beyond expectations of our Customers, and the same process we tailored to integrate, modernize, and maintain over 40 mission and business systems resulting in our Customer achieving a costs of operation savings of about 40% and receiving a DOD Value Engineering Award.

The PMO we are dedicating to serve DHS and its DHS EAGLE Customers is described in the following table.  Each DHS EAGLE Customer will know exactly who will be serving them in each PMO capacity and who they can call if they need a quick answer to an unexpected question.

  • Single-point-of-contact (SPOC) for DHS; direct interface with DHS EAGLE PM
  • Responsible for all aspects of EAGLE service delivery

    Bernie Tomasky
  • Responsible for IT lifecycle technical solution development & applying best practices
  • Oversees TSAG, interface to BAE Systems’ Centers of Excellence (Managed Network and Desktop Services; Information Assurance/Infrastructure Engineering; Application Development; Strategic Consulting), Center for Transformation; and 120 technology labs

  • Technical Solutions Action Group
    (TSAG)
  • Responsible for innovation, ensuring standardization and compliance with policies and guidance, resolving issues, supporting technology insertion lifecycle, developing specific TO technical solutions, and sharing information to foster continual improvement
  • Task Order Teams
  • Assigned task manager will be customer’s SPOC for task and have authority and responsibility to make day-to-day decisions affecting service delivery and performance
  • Task managers select and assign staff; direct and manage task work; and report status, progress, and issues to both the client, and the PMO’s Program Control Group which is responsible for task oversight

  • Representatives from Contracts, Finance, Human Resources, and EKO collect TO and contract performance metrics and reporting information
  • Manages immediate and surge staffing capabilities including staff with clearances

  • Analyze performance measures, conduct quality audits, perform program and task risk management; and conduct performance improvement activities
