SIN 874-1: CONSULTING SERVICES
Provide expert advice, assistance, guidance or counseling in support of agencies’ management, organizational and business
improvement efforts. May also include studies, analyses and reports documenting any proposed developmental, consultative
or implementation efforts. Examples of consultation include but are not limited to the following:
- Strategic, business and action planning
- Systems alignment
- Cycle time
- High performance work
- Leadership systems
- Performance measures and indicators
- Process and productivity improvement
- Organizational assessments
- Program audits and evaluations
SIN 874-2: FACILITATION SERVICES
Provide facilitation and related decision support services to agencies engaging in collaboration efforts, working groups,
or integrated product, process, or self-directed teams. Act as a neutral party to agencies that are bringing
together diverse teams and/or groups with common and divergent interest, providing assistance that includes but is not
limited to the following:
- Use of problem solving techniques
- Resolving disputes, disagreements, and divergent views
- Defining and refining the agenda
- Providing a draft for the permanent record
- Recording discussion content and focusing decisionmaking
- Debriefing and in overall planning
- Convening and leading large and small group briefings and discussions
SIN 874-3: SURVEY SERVICES
Provide expert consultation, assistance, and deliverables associated with all aspects of surveying within the context of
MOBIS. Assist with and/or perform all phases of the survey process including but not limited to the following:
- Planning survey design
- Defining and refining the agenda
- Production of reports, including but not limited to description and summary of results with associated
- graphs, charts and tables; description of data collection and survey administration methods; discussion of
- sample characteristics and representativeness of data; analysis of nonresponse; and briefings of results to
- include discussion of recommendations and followup actions
- Sampling, survey development
- Database administration
- Analyses of quantitative and qualitative survey data
- Pretest/pilot surveying
- Assessing reliability and validity
- Assisting with action planning and implementation of recommendations
SIN 874-6: PRIVATIZATION SUPPORT SERVICES AND DOCUMENTATION (A-76)
Provide expert advice, consultation, assistance and documentation in support of studies conducted under OMB Circular A-76
or other privatization/commercial activities studies, projects or efforts. Services may include but are not
limited to the following:
- Strategic, tactical, and operational-level planning support
- Initial study planning
- Comparison of in-house bids to proposed Interservice Support Agreement (ISSA) prices
- Development of Quality Assurance Surveillance Plans (QASP)
- Administrative appeal process support
- Performance of management studies to determine the Government’s Most Efficient Organization (MEO)
- Development of in-house Government cost estimates
- Development of Performance Work Statements (PWS)
